Overview
The 21-acre Four Seasons Mall site currently consists of an aging 117,000 square foot vintage 1978 neighborhood strip center with an interior corridor, a municipal well, an untreated storm water stream and two wetlands. Much of the center is vacant at this time. The city’s 2030 Comprehensive Plan states that the site is a good candidate for mixed use when it redevelops. The city intended mixed use in this location to include commercial, retail, office and potentially specialized housing (e.g. senior, live/work). The plan also indicates that redevelopment include a transit element and be sensitive to the adjacent neighborhood to the west.
In December 2010, the City Council accepted a grant from the Metropolitan Council along with additional financial assistance from Hennepin County and the Bassett Creek Watershed District to study the Four Seasons Mall site (and wetlands directly to the south). With this funding, the following activities were proposed:
On October 11, 2011, the City Council adoped the guiding principles for the Four Seasons Mall site. On November 22, 2011, the City Council accepted the final report and repealed the interim ordinance prohibiting development of the site.
